Ginning is a poor, nonindustrial world.

History & Background (Dossier)
Era: Rebellion
Briefly the headquarters of the Duke of Kaasu and effective capital of the Corsair Alliance from about 1119 (definitely by 1121) until overrun by Virus in the 1130's. Its small native population was bolstered by 'exiles and renegades'. To the New Ziru Sirka, the alliance was irrelevant. To the Vargr Corsairs (Irrgh Manifest and Glory of Taarskoerzn) it was a rich target. Their fleet was made up of ex Imperial Navy and Planetary Navy (IN Reserve) elements and both Mercenary Fleets and renegade Corsairs.
Local Nobility
Ginning, as a member world of the Third Imperium has a member of the Imperial Landed Nobility who acts as an Imperial representative to the world.
