Cipango is a garden world with an environment conducive to most sophonts. The system has a population between 100 million and a billion sophonts. The governance of this world is from Chronor (Spinward Marches 0304). This is a temperate world, with a climate of average temperatures. It is a member of Zhodani Consulate in the Cronor Subsector of Spinward Marches Sector and in the Province of Iadr Nsobl. This world supports a Zhodani Military Base and the system supports a Zhodani Naval Base. In the Zhodani Consulate this world is known as Sachebr.
- This world is part of the Cipango Cluster.

Description (Astrography & Planetology)
Stellar Data
Cipango has a solitary primary star.
- It is a yellow main sequence.
System Data
The worlds of the system have been surveyed. They consist of:
- The mainworld.
- x6 secondary rocky worlds.
- x2 planetoid belts.
- x1 gas giant, named Fukuzawa.
The Cipango system is not very impressive, but it still has three garden worlds: Kusai, Cipango itself, and Tsuki-Shivva, Cipango's moon.
Kusai orbits within the inner part of the habitable zone. Its climate is a little too hot for human comfort, the atmosphere has a foul smell, and there is dangerous wildlife, so it has not attracted a large population. It orbits within the star's Jump Shadow, so it is rarely visited by interstellar traders.
Cipango itself has a large moon, Tsuki-Shivva, which has been colonized. It is considered a fairly nice place that has a cooler climate than Cipango itself. Most of the new colonists from the Consulate have settled here.
Mainworld Data
Cipango orbits within the prime region of its star's habitable zone.
Mainworld Size (S)
Cipango is a Meso World between 12,000km and 13,500km in diameter. The world has a standard gravity between 0.8G and 1.1G. The horizon will appear about 5.1km away. Vessels with 1G of thrust should check with local starport authorities before attempting to land using emergency power.
Mainworld Atmosphere (A)
Cipango has a pressure of 1.50 to 2.49 atmospheres. A Dense Atmosphere requires no survival gear although it may be hard on sophonts not accustomed to it.
- It experiences generally moderate temperatures.
Mainworld Hydrosphere (H)
Cipango has 55-65% of its surface covered by liquid water. It has significant large liquid bodies. Wilderness refueling is possible.
Satellites
Cipango retains a narrow, almost invisible [[[Planetary Ring|ring system]] known as the Yoruba Ring and a single moon named Tsuki-Shivva.
- The moon orbits once every few weeks.
Mainworld Geography and Topography
No centrally held map of the world exists within AAB Library Data records.
(Blank map, predominantly watery world.)
Native Lifeforms
Abundant native life occupying every available ecological niche. Its metabolic functions drive the process of atmospheric renewal.
History & Background (Dossier)
Cipango is the main trade and communication route to the Riverland Cluster and serves as the gate to the Riverland Wall, an important Zhodani defensive line. Given this location, Cipango enjoys a thriving commercial economy, supported by extensive agricultural and industrial holdings.
Prior to the Second Frontier War Cipango was part of the Imperium and served as the Imperial subsector capital. The war began with an attack on Cipango before quickly expanding to engulf three subsectors. As a result of the war Cipango became a Zhodani world.
Cipango is a rich world in a strategically and economically important position. The system is heavily protected by the Zhodani Navy, which has a base here. Cipango is ruled by a governor appointed by the Chronor High Council. Most of the population is Solomani, but more and more Zhodani are moving in. The Zhodani name for the planet is Sachebr, but this name is rarely used.
World Starport (Sp)
Cipango has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.
- This world is host to a Zhodani Base.
World Population (P)
Cipango has a population of 100,000,000 sophonts (hundreds of millions).
Linguistic Topography
- Riftian Galanglic, a dialect of one of the two principal languages of the Imperium.
- Zdetl, the common language of the Zhodani Consulate.
World Technology Level (TL)
Cipango possesses a Technology Level of TL–12 or TL-C in Hexadecimal Notation.
- Common Communication technologies for this TL include: Holovision, Personal Global Communications, and advanced Translators.
- Common Power Generation technologies for this TL include: Increasingly advanced fusion plants and advanced fuel cells.
- Common Transportation technologies for this TL include:
- Land, Water & Air: Personal G-Tubes and advanced gravcraft.
- Space: Advanced interplanetary spacecraft (System Craft).
- FTL: Jump Drive-3.
World Government (G)
Cipango has a Captive Government or Colony. The world is ruled by an external government, there is no self-rule. This is a colony or conquered area. The local government is an oligarchy appointed by, and answerable only to, the external government.
Governance of this world is from Chronor.
The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council – planetary or higher – has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.
World Military
The Cipango system is easily defended since it only has one gas giant and one population centre.
If an enemy (considered likely to be the Imperium) attacks the gas giant it will suffer heavy losses to the warships and System Defence Boats stationed there. The F-11 moons that orbit Fukuzawa with 60 degrees separation also have extensive sensor stations that can easily detect an incoming fleet.
If the enemy tries to attack the mainworld, it will also meet a strong fleet, and it will not even know from what planet – Cipango or Tsuki-Shivva – that the meson fire is coming from. There are also ships and sensors in the Yubiwa-Ring. Reserves can be hidden in the Yon-Belt and inside the 100 diameters jump-limit from the sun.
World Law Level (L)
Cipango has a moderate level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. Personal concealable firearms, and anything more destructive, are typically regulated or prohibited.
Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.
- Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
- Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
- Insane crime is a general heading for most major crimes against property or individuals.
Trade Data
- Importance: 4 (important)
World Economy
The currency of the Zhodani Consulate is the Abradlnad. Exchange rates with the Imperial Credit (Cr) vary depending largely on the political situation.
- Resources: D (very abundant)
- Labor: 7 (tens of millions)
- Infrastructure: E (comprehensive)
- Efficiency: +2 (good)
World Culture
The Zhodani Consulate promotes the belief system of Tavrziansh, Morality's Path.
- Heterogenity: 6 (harmonious)
- Acceptance: C (xenophilic)
- Strangeness: 3 (somewhat typical)
- Symbols: A (abstract)

Historical Data
Cipango was first settled in 356 by a mix of pioneers, traders and farmers from the Imperium with the help of Baron Fukuzawa, who was also a very wealthy industrialist. In 423 Cipango and four other worlds in the subsector became members of the Imperium, and Cipango was made the subsector capital. In the Second Frontier War (615 to 620) Cipango was liberated by (lost to) the Zhodani Consulate.
