The Tomon Trade Federation is a polity located within Matzen Sector.

Description (Specifications)[edit]

  • The Tomon Trade Federation is the second largest polity within Matzen Sector
  • The Federation comprises of 25 main worlds that each has its own local government, however, each also has a Governor that heavily influences and acts on the planets behalf as part of the Federation of planets that forms the Federation.
  • Each planet has sworn allegiance to the Federation and in return the Federation provides a legal system, military (defence) capabilities, taxes and overarching federal institutions amongst other things.
  • The Tomon Trade Federation is a totalitarian society underpinned by corporate greed and control of many key institutions eg media, interplanetary military, legal system etc.
  • c.432 million sophonts live within the Tomon Trade Federation the vast majority of which are humans.

Goals:[edit]

  • To continue the expansion of The Tomon Trade Federation beyond its current borders.
  • Explore sectors beyond Matzen for opportunities and political gain.
  • Exploit the resources of systems that are part of the Tomon Trade Federation for the betterment of the federation.
  • To control the interplanetary economy of the worlds within the Federation through alliance with private corporations or through Federation ownership / direct control of "production" capabilities across all systems.
  • Maintain the agenda of Tomon superiority to other polities in Matzen by direct influence of the media.
  • Provide "safety" to the citizen of The Tomon Trade Federation by the demonstration of strength through its policies, infrastructure and military might.

Seat of Government:[edit]

  • The seat of Government is actually located in orbit above the planet of Tomon itself. The drive of the Federation to develop, utilise and expand on their technological capabilities is at the forefront of all they day. As a result the Government commissioned a huge orbital station that serves as not only the key governent facility for the Federation itself but also houses a number of key government departments. Known locally as the "The Citadel" the day to day administration is carried out from this faceless, cold orbital station.
  • In addition to "The Citadel" each planet in the Federation maintains government offices for both local politics and also Federation level politics. "The Citadel" itself has also got duplicate facilities on the planet surface should the orbital facility be compromised.

Head of State:[edit]

  • The current head of state for the Tomon Trade Federation is President Nina Sandoval.
  • President Sandoval is c60 years old and has been in power now for 11 years. She has recently been re-elected into her third term in office. She has a reputation as extremely hardline with a ruthless streak that seems to know almost no bounds when it comes to dealing with those who would oppose either her or the Tomon Trade Federation. Under her rule the Tomon military and exploration forces have received significant boosts in funding along with all manner of scientific and technological research. Such funding is often at the expense of what others would perhaps see as more social spending.

Government Structure[edit]

  • The President is "Head of State" at the top of the Governmental Hierarchy within the Tomon Trade Federation. Second to the President is the Vice President. This person is usually the most trusted and yet also dis-trusted member of the government. They are the person who will step into the role of President should the person be incapacitated, however, they are also the person who will gain the most should the President be incapacitated.
  • Beneath the President each planetary system has a Governor who manages the systems interaction with the Tomon Trade Federation. This person is appointed by the government (in reality its a direct appointment by the President). This role is critical for the Federation. It is this person who ensures the local planetary governments comply with Federation wants and desires.
  • The majority of the governmental structure then sits across the Executive, Legislative and Judicial branches.

Executive Branch:[edit]

  • The executive branch of the Federations government comprises of the President and Vice President in addition to a number of "advisors" in key positions eg Admiral of the Federation Fleet, Chief Justice etc
  • These roles are technically on a rotational basis and are usually appointed following the end of a fixed term or when changes are made to freshen up policies etc by the President.
  • Each President / Vice President serves 5 year terms and this role is elected by the members of the Legislative branch of the Government.
  • The Executive Branch via the authority of the Presidential Office has the power to veto governmental activities, law and policy if it is at odds with the underlying principles of the Federation. They can also by the power of Executive Authority push new legislation into law if such an activity is required due to governmental deadlock across the various governmental branches.

Legislative Branch:[edit]

  • The Legislative Branch of the Federation government comprises of two elements.
    • The first body, and also the largest, is The Trade Senate. This comprises of representatives who are voted into office by the citizens of each member world. The number of representatives is based upon the population of each world but there are a total of 500 members of the Trade Senate.
    • The second body, is the Corporate Council. In theory both bodies have equal weight, however, the members of the Corporate Council are voted into their positions by the Corporations they represent. These corporations all maintain a signficant presence within the Tomon Trade Federation and are active supporters of the regime and its principles. They provide significant investment into the polity and its well know that the President is often a big supporter of the corporate activities.
  • Either body can can propose legislation and bills that are put in front of each element of the Legislative Branch for debate and agreement. For legislation or a bill to pass it is a requirement that two thirds of each group approve it. It is often the case that the Corporate Council vote either 100% positive or 100% negative. This means the swing decision usually rests with the Trade Senate. It is suspected that many members of the Trade Senate vote inline with those Corporate Council members whose Corporations provide the biggest investment in indidivual planets.

Judicial Branch:[edit]

  • The Federation operates an interplanetary legal system alongside a local planetary one.
  • The interplanetary one is designed to protect the citizens in relation to national security, interplanetary crime, piracy, corporate espionage etc. It is also used for crimes that are deemed to be "against the common good" of the Federation eg talk / acts of sedition, perceived acts of terrorism etc.
  • The planetary legal sysem(s) are unique to each planet and cover all local laws.
  • The Judicial Branch of the Government concerns itself only with the Interplanetary Law and leaves local justice to local judges and prosecuters etc.
    • The Judicial Branch is headed up by 9 Chief Justices. These individuals are appointed at the "will and desire" of the President. Effectively the role is for life, however, it is not uncommon for a President to remove a Chief Justice from office. This is usually as a result of "ill health" and their perceived inability to perform their duties.
    • The Chief Justice's role is to pass into law new legislation and bills proposed by the Government or an Executive Order from the President. In addition they may be called upon to hold court for the most important or political of criminal cases and indeed also to act as final arbiters should "neutral" Judges be required.
Policing[edit]
  • As with Judicial Branch the Federation maintains multiple "police" forces.
  • At a planetary level each planet maintains its own security/police forces. These are often supplemented by local planetary military units and in the most extreme cases Federal military units.
  • At an interplanetary level there is the Tomon Federal Investigation Unit. The TFIU utilise local police units in their investigations but can pull rank in almost all situations to ensure their requirements are prioritised.

Military Forces[edit]

  • The military forces within the Federation consist of several layers.
    • At the lowest level there are the planet side local defence forces. Each planet with a population large enough maintains a local defence force that generally utilises equipment akin to the local tech level that is readily available. Occasionally this may be 1 TL higher than the norm. If they have an appropriate TL they will also be responsible for in system defence of other planets, moons etc within the local system but rarely use jump capable ships as their primary role is in system defence.
    • The largest single military force are the Tomon Defence Forces. This organisation is set up along traditional military organisations with both planet side forces and space forces. Well equipped and well trained the military units cover all specialities you would expect to find in equivalent units of other polities.
    • The most elite units are the "Presidents Guard". This isnt their offical name which is actually the Tomon Strike Units. These elite soldiers have access to the best equipment and the best training. Highly effective and fanatical in their support and protection of the President. They are also the special forces of the Federation and are used to strike fast and hard against potential threats to the Federation.
    • All Tomon Trade Federation military personnel are fitted with a neural communications device. The ability for the high command to flow orders directly to its military personnel via these neural devices means the individual units can operate in very sophisticated and co-ordinated ways.
      • The nueral interface isnt subtle in design and is visible on the rear of the soldiers skull. The usage of this technology has resulted in Tomon military personnel being nicknamed "drones".

Intelligence Services[edit]

  • The Federation does maintain various Intelligence Services both internal and external facing.
    • Internally the Intelligence Service operates in conjunction with both Federal and local police forces. Often nick named the "secret police" their role is one of preventing domestic terrorism and protecting the population from sedition and other actions that are deemed as an internal threat to the Federation.
    • Externally there is somewhat of cold war at play in Matzen, especially between the Federation and the Vilani Protectorate. As such agents from the Federation can be found operating across the Sector maintaining a constant flow of data back to the Federation Intelligence Service headquarters.

  • The Tomon Trade Federation are a very established polity within Matzen. As such they are known across the subsector.
  • The largest areas they maintain their strongest influence is the Clatt and Hedreunides Subsectors. It is in these two subsectors that either most or several worlds are part of the polity.
  • They also exert some influence, either positive or negative, in Brevelea, Alaamga and Gushkarshu Subsectors.
  • The Federation does have an extensive scout service and as actively sending vessels out of Matzen to look for potential expansion opportunities.

Culture and Society:[edit]

  • The Federation maintains an appearance of "high society" to those looking at them from the outside. High class, glitzy corporate events are the norm across larger cities.
  • A real focus on Tomon performing arts and the history of how Tomon was formed are almost mythical and always heavily dramatised giving a patriotic zeal to them.
  • Cultural identity is heavily focussed upon the "works" of Tomon authors. With almost no external influences being utilised in the education of its citizens the people of Tomon are "indoctrinated" in the teachings of the Tomon founders and the works of other Tomon literary greats.
  • Citizen of Tomon see themselves as superior to other people from across Matzen. Even the lowliest person would claim to be better off than those not blessed to have been born and raised as a Tomon.
  • Civic and indeed corporate buildings across the Federation are always built in a grand classic style to ensure those who witness them are left under no doubt of the power and wealth of those who the buildings represent.
  • On a daily basis the citizen of the Tomon Trade Federation salute their polities flag and across the Polity in schools and businesses its common place for the Polity Anthem to be played to mark the start of the day.

Personal Freedom:[edit]

  • Personal freedoms within The Federation are highly restricted. Once a planetary system joins the Polity over the coming years personal movements slowly get restricted down , bureacracy increases and a more rigid, structured and controlled society is put in place.
  • Although citizens can travel around their home planet there is usually "hassles" in place that restrict this eg tolls, permits, curfews.
  • Travel "off world" is dramatically reduced unless your very wealthy, a member of the Polity government or own your own ship. Even if you own your own ship there lots of bureaucratic paperwork that stop the usual carefree approach many private ship owners usually have to jumping between systems.
  • Private starship owners usually operate using government level contracts which allow an easier level of passage between worlds, however to leave Tomon space completely starship owners are expected to obtain a specific licence and given there are very few routes smaller than Jump-2 these routes are heavily patrolled with ships often being borded prior to departure.

Fashion[edit]

  • The Federation does not really have a "fashion" as such. Like many other polity's it has an underlying sense of style however the people of the Federation tend to favour practical clothing that befits there lifestyle and role eg those who work in the office environment wear business atire whereas those in the mines wear overalls.
  • Regardless of role and lifestyle the majority of clothing is dominated by the colours brown, grey, black.
  • The youth of society in some misguided attempt to be rebellious can be found wearing brighter coloured, often home made clothing but this is simply seen as the typical rebellious nature that age group has and usually once into thier "life roles" they adhere to social norms.

Social Status[edit]

  • Social status is driven by the level of leadership you have attained in your role.
  • Those in managerial roles are seen as more important and having more prestige than those who have not.
