As 100tn is the minimum size of a Starship, the TL9 Shipyard can be assumed to be a private concern of 100tn capacity, building, repairing & maintaining a line of 100tn TL9 craft. Likely this will be a commercial craft intended to service the needs of the local J1 cluster.)
