Native Lifeforms[edit]

Local fauna are scarce, but there is abundant plant life between the polar regions.

Chonker: A 4m tall herbivore with 4 legged torso supporting an upper body with 2 prehensile "arms" and a long-snouted head resembling a Terran crocodile but with blunt teeth more adapted to snipping plant material and grinding it for digestion. Chonkers mass approximately 2 tons, and at initial analysis appear to be more intelligent that the Terran horse.

World Starport[edit]

Melilae has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

The Melilae high port is best described as welcoming and friendly. There is a cultural introductory VR, and some basic questions at customs. Travellers are welcome both as tourists and as businesspersons. Once past customs, travellers can apply for a direct-routing passport which will allow them to land at 1 or more planetary downports directly, bypassing the highport with just a simple exchanged hail. Access to the worldnet can be set up during customs and appropriate security certificates generated. Depending on the reasons given for the visit, a custom packet of commercial coupons with discounts will be generated to facilitate trade.

Melilaean civilization is centered about a 1000km diameter sea known simply as the Sea Melilae. The major trade cities are established at various river mouths emptying into this sea. Each major city (̈8) has its own Downport, which doubles as a public airport.

World Government[edit]

Melilae is governed by a Civil Service Bureaucracy. The leadership of the government is another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy and the bureaucracy provides a stabilizing influence. The bureaucracy may be the full government bureaucracy or a section with limited jurisdiction but considerable influence like the military.

World Law Level[edit]

Melilae has a low law level. There are few laws, covering only important areas. There may be few or no law enforcement officers, the expectation is citizens will bring law breakers to the attention of the Judicial system. Legal proceedings will be fast, with few people involved. For interactions outside of the framework of the laws, cultural norms dominate. Machine guns, other automatic weapons, portable energy weapons, and other military weapons, body pistols, explosives, and poison gas are typically regulated or prohibited.

World Military[edit]

Melilae has an enthusiastic military-industrial complex which supports an enthusiastic volunteer military.

As a result, it has 16 - 20 SDC defense boats for system exploration and defense. Granted, these SDCs are built at TechB in general, with perhaps 2 at TechC (built from salvaged craft). The Melilaen Navy is supported by 25000 servicefolk in uniform at any given time, with an additional 15000 Marines in 3 divisions. There are rumors of capital ship construction, but no evidence of such yet.

World Economy[edit]

With a population of 20M+ sophonts, Melilae has a complex and comprehensive economy, including mining, agriculture, aquaculture, manufacturing, finance, and the service economy.

World Culture[edit]

The general culture of the Melilaen cities is one of passion. Religion is widely frowned upon as archaic and superstition, but ethics is considered simply logical and appropriate. Very few sophonts have any belief in a defined afterlife, and instead have a strong desire to "do everything" while they still live. The planetary constitution begins with the words "An it harm none, do as thou wilt", an ancient Terran reference. The law is built around this touchstone: murder, violence, theft, and such are forbidden, but anything that affects only yourself, as an adult, is generally allowed.

The result is a very individualistic society. Some areas are heavily armed, some are clothing optional, some have a thriving "experience" culture. There are any number of licensed bounty hunters and bounty hunting businesses for ensuring that justice is done. There are police, but their investigative fees can be high. That said, many firms include legal insurance to ensure that their employees can engage law enforcement if they are wronged. Private firms operate resort-style arcologies that provide security personnel as a convenience.

There is definitely a violence subculture in some areas. These areas are where the heavily armed adventurers choose to live; these areas are borderline lawless, and the Scout Service recommends avoiding them if possible.

Most urban areas are enclosed but very open architecturally. Public HVAC include carbon dioxide scrubbers, as required by law. Living spaces outside of enclosed urban area are required to provide individual scrubbers for each unit. "Outsider" denizens typically wear a personal scrubber, which are often decorated and even enhanced for oxygen flow and addition of "recreationals".

Urbanization[edit]

There are 8 urban centers around the central sea, and a scattering of smaller towns or villages beyond those centers. The villages tend to have walls, and can turn away visitors at their discretion; they also tend to have more stringent local laws about specific ideals.
