Katsuto is a ring of many small worldlets (planetoids AKA an "asteroid belt"), not capable of retaining an atmosphere or water, and both non-agricultural and preindustrial in nature.
- These worldlets warrant hazardous environment precautions.
- Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
- The worldlets are, for the most part, unable to produce quality foodstuffs and must import them.
- These worldlets are working towards being an industrial world but lack an adequate workforce to do so.
- It is a member of the Zodia Colonies, part of the Aslan Hierate, in the Ftaueiefei Subsector of Iwahfuah Sector.

History & Background (Dossier)[edit]
Katsuto is known in Trokh as Khaha'ei. Although within Aslan Hierate space, Katsuto is one of the ten Zodia Colonies and populated by biological humans who are culturally Aslan.
- The system belongs ultimately to the Tralyeaeawi clan.
- The system has two significant planetoid belts with large amounts of valuable resources.
World Starport (Sp)[edit]
Katsuto has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.
- TL-14 components from Staten are utilised in Clan Zodia shipyards at Katsuto.

World Government (G)[edit]
Katsuto is governed by an Impersonal Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy dictates government policy and its execution. Government leadership is reduced to little more than figureheads and does not select the bureaucracy leadership or its members.
World Law Level (L)[edit]
Katsuto has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).
Criminal acts are rare but not unheard of in Aslan society. Crimes are different from the insults or slurs that provoke duels, and are classified into three categories: crimes of passion, crimes with victims, and crimes of honour.
- Crimes of passion involve misbehavior prompted by temper, anger, or provocation. The accused is judged by the head of the family, pride, or clan involved.
- Crimes with victims involve taking money or items of value, or violating the person of another for profit (kidnapping, terrorism, piracy). General practice is to have an impartial earleatrais consider the case and present findings.
- Crimes of honour involve failure to observe the rituals established for social behaviour. Judgement is made by the pride or clan head, depending on the severity of the crime. Crimes of honour are the most serious in Aslan society; in practice, most are never tried as a duel to the death occurs first.

World Culture[edit]
Humans of the Zodia clan place enormous cultural value on their hair. All males grow beards if they can and both genders wear their hair as long as practically possible, baldness being strongly associated with sickness and shame. Realistic wigs and even artificial beards for females are common accessories. Both genders have adopted traditional Aslan clothing, although footwear usually includes subtle lifts to increase height (as Humans are shorter than Aslan).
