Zugaa is a water world with a world wide ocean and an environment suited to sophonts. The system supports a population between 100 million and one billion. This world designated as an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor. It is a member of Third Imperium in the Iiradu Subsector of Dagudashaag Sector and in the Domain of Vland. Zugaa, as a member world of the Third Imperium, holds the estate of an Imperial knight and the fiefdoms of a baron and a viscount. All three are members of the Imperial Nobility charged with overseeing the world. During the Long Night this world was named Igkagish.

Astrography and Planetology

The world is known for its lush aquatic biosphere. Very few, spotty islands are located above the world's vast oceans. Above-water land is at quite a premium here.

Zugaa has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

Zugaa is a Big World between 13,600km and 15,200km in diameter. The world has a standard gravity between 1G and 1.3G. The horizon will appear about 5.4km away. Vessels with only 1G of thrust should avoid landing on this world.

World Atmosphere (A)

Zugaa has a pressure of 0.71 to 1.49 atmospheres. A Standard Atmosphere does not require survival gear and will likely be easy for most sophonts to breathe.

World Hydrosphere (H)

Zugaa has 95-100% of its surface covered by liquid water with only a few islands and archipelagos. Wilderness refueling is possible. Such worlds are Water Worlds or Ocean Worlds.

Zugaa has a population of 100,000,000 sophonts (hundreds of millions).

World Government (G)

Zugaa is governed by a Charismatic Dictatorship. Charismatic governments justify their ability to rule by simply asserting their right to rule. Charismatic dictatorships are young governments, coming as a recent change and rely on the leader(s) to supply head of government.

World Law Level (L)

Zugaa has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).

Zugaa possesses a Technology Level of TL–10 or TL-A in Hexadecimal Notation.

History & Background / Dossier

Most of the population of Zugaa live in archologies build in the shallow water around the few islands which rise above the ocean. The islands themselves are generally reserved as playgrounds for the very rich and powerful. Many of the people involved in the processed food production industry live in archologies in the deep ocean, with some people whom have never seen the surface.

Zugaa is governed by a civil service bureaucracy which evolved out of the increasing links between the seven large corporations which dominated the Zugaan economy, and the officals of government. The government is formally known as the Office of Commerce and Government, or ConGov, and informally as Kurrubiish.

Zugaa's wealth is founded upon the harvesting and export of Millions, a krill-like plankton which has renowned medical properties and exported for pharmaceutical manufacturing throughout the sector. The Millions trade is carefully regulated by ConGov. This regulation has allowed ConGov to assume many of the roles of Zugaan corporations Geshemirk and KuyperCorp, both of which built their wealth on the Millions trade. Rumors in Zugaan government circles around Imperial corporations trying to insert themselves into the Zugaan trade process are constant.

In addition to the Millions farming industry, Zugaa produces and exports high quality submersibles and diving equipment. There is a very large industry manufacturing food products from kelp and farmed fish for off-world export.

One of the largest scandals in recent Zugaa history revolved around a senior economic planner leaking details of trade planning to several outside corporations. One of the newest projects under discussion is a floating town, using Grav floater to fly the town through the air.
