Zephor is a low-population hellworld with a population less than 10,000 sophonts struggling to survive in an inhospitable environment .

Zephor is a Meso World between 10,400km and 12,000km in diameter. The world has a standard gravity between 0.7G and 0.9G. The horizon will appear about 4.7km away.
Mainworld Atmosphere (A)[edit]
Zephor has a pressure of 0.71 to 1.49 atmospheres. While a Standard Atmosphere does not require survival gear this atmosphere also contains an unusual taint such as such as disease, a hazardous gas mix, pollutants, or sulfur compounds which requires the use of a Filter Mask. Some taints may require more protective equipment. TL–3 or more advanced survival gear is required to settle this world.
- Temperatures during the 90 standard hour-long day are high.

Mainworld Hydrosphere (H)[edit]
Zephor has 15-25% of its surface covered by liquid water or ice. There may be a few small seas. Wilderness refueling is possible. Water for the inhabitants needs to be imported and extensively recycled. These worlds are Hell Worlds or Poor Worlds depending on their atmosphere.

World Starport (St)[edit]
Zephor has a Class E Starport, a frontier quality installation with few expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of a downport.
World Population (P)[edit]
Zephor has a population of 7,000 sophonts (thousands).
- This is a Low Population World and the population would be too low to sustain itself without a little outside assistance. This may represent the home base of a sizable but mostly transient population such as the base of a major starship expedition, the last generation of a dying colony, the first generation of a new colony, or a large outpost that will probably evolve into a colony if not stopped.

World Government (G)[edit]
Zephor is governed by a Civil Service Bureaucracy. The leadership of the government is another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy and the bureaucracy provides a stabilizing influence. The bureaucracy may be the full government bureaucracy or a section with limited jurisdiction but considerable influence like the military.
World Law (L)[edit]
Zephor has a low law level. There are few laws, covering only important areas. There may be few or no law enforcement officers, the expectation is citizens will bring law breakers to the attention of the Judicial system. Legal proceedings will be fast, with few people involved. For interactions outside of the framework of the laws, cultural norms dominate. Machine guns, other automatic weapons, portable energy weapons, and other military weapons, body pistols, explosives, and poison gas are typically regulated or prohibited.
