Umasur is a pre-agricultural and nonindustrial world lacking adequate development for its economy to become prosperous.
- As a nonindustrial world, it requires extensive imports of outside technology to maintain a modern, star-faring society. The need to import most manufactured and high technology goods drives the price of these goods up in the open market.
- It is a member of the Commonwealth of Mendan in the Kupid Subsector of Mendan Sector.
- The Commonwealth of Mendan is part of the Julian Protectorate located in the Vargr Extents.
- This world-system hosts a Military Base, usually associated with military ground forces, which may be located on or off-world.
- Around 70% of the population is composed of baseline humans and other non-human sophonts.
- Nearly 30% of the population is composed of Vargr.

History & Background (Dossier)
Umasur (Mendan 1317) is a growing world currently being uplifted from a post-apocalyptic mess into a modern star system. The mainworld has great potential, with significant natural resources, but a lack of industry infrastructure prevented the locals from developing further. New technology has been introduced in a controlled fashion, with a focus on the re-training of the local population. Some limited immigration, along with financial incentives to have children have helped increase the population well beyond Second Survey figures.
World Starport
Umasur has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.
World Technology Level
Umasur possesses a Technology Level of TL–10 or TL-A in Hexadecimal Notation.
- Common Communication technologies for this TL include: Holovision, Personal Global Communications, and advanced Translators.
- Common Power Generation technologies for this TL include: Increasingly advanced fusion plants and advanced fuel cells.
- Common Transportation technologies for this TL include:
- Land & Water: Grav belts and maturing gravcraft.
- Air: Greatly improved hybrid grav-aircraft.
- Space: Improved interplanetary spacecraft (System Craft).
- FTL: Jump Drive-1.
World Government
Umasur is governed by a Representative Democracy where government leadership is representatives elected by eligible voters. What determines an eligible voter varies. The representatives determine policy, including selecting members of the bureaucracy. There can be referendum, votes by eligible voters on specific subjects.
