A number of worlds in Tsadra, both Consulate and neutral, have clan bases listed. Obviously they're not Aslan. Vlazhdumecta are established as having political clans, so my assumption is that these are Vlazhdumecta outposts. Vlazhdumecta would be found as a minority population in rimward-spinward parts of the Consulate.
