This polity is a Confederation, or more accurately a Confederated Alliance which selects is Leader. In this case, a charismatic Vargr is chosen. In this region of Charted Space, in the Vargr Extents the Leader is most likely to be an Urzaeng Vargr though there are Suedzuk and Ovaghoun in the region. The polity Capital (Cx) of the Ruler of Five is evident in Dhillourr (Gzaefueg 1413) B110A7A-G Hi In Na and is the best candidate for Subsector Capital (Cs) and has a very good chance of being the de facto Sector Capital (Cp) on its Technology Level, Importance {Ix}, placement in Gzaefueg Sector and against the Windhorn Rift.
