Would "Ancillary" style neural control software (presumably as used by Kishkii to modify its frozen watch crew) count in this context? If so, this seems to be available at TL–15 or TL–16. BackworldTraveller (talk) 02:29, 12 May 2020 (EDT)

I'm not familiar with the context of your comment. The T5 Core books lists wafer technology as TL–13, including the ability to have skill wafers. TL–14 includes the ability to have temporary personality transfer, which includes the ability to copy the complete personality into a wafer for the transfer process. The context is the concepts in the Ancillary Series of books by Anne Leckie in which a ship applies technology by which the humans acting on its behalf have their personalities replaced (permanently) by hardware and control software implanted, forcibly, by the ship's medics.
