I'm not familiar with the context of your comment. The T5 Core books lists wafer technology as TL–13, including the ability to have skill wafers. TL–14 includes the ability to have temporary personality transfer, which includes the ability to copy the complete personality into a wafer for the transfer process. See Marc Miller, Robert Eaglestone, Don McKinney. Starships (Far Future Enterprises, 2019), 230-235,253-256.. The context is the concepts in the Ancillary Series of books by Anne Leckie in which a ship applies technology by which the humans acting on its behalf have their personalities replaced (permanently) by hardware and control software implanted, forcibly, by the ship's medics.
