Some assumptions

1. There was a rearrangement of duchies caused by the creation of the Duchy of Rhylanor in 522. I have assumed that the County of Jewell would have been attached to Rhylanor at that time for the same reasons that the County of Regina was.
2. Quar cluster is too small to have been a County, but had a naval base so was relatively important - hence the assumption that it is a Marquisate under the suzerainty of the County of Jewell.
   1. Choices at the time of creation are Arden, Jewell or Regina
   2. It can't have been under Regina in 1105 because the county of Regina had been previously extinguished, in 622, and itself replaced by a Marquisate.
      1. It may have historically been Regina, but when Regina was extinguished, the only choices would have been Jewell, Arden (or the Duchy of Rhylanor directly) and Arbellatra knew/suspected the Duchy of Regina was coming so putting it under Rhylanor would not have made sense.
   3. The ongoing administration ends up with Regina not Vilis.
   4. I have, thus picked Jewell.
