Sumuu is a nonindustrial vacuum world, which warrants hazardous environment precautions.

• Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
• As a nonindustrial world, it requires extensive imports of outside technology to maintain a modern, star-faring society. The need to import most manufactured and high technology goods drives the price of these goods up in the open market.
• It is a member of the Third Imperium in the Zeda Subsector of Dagudashaag Sector in the Domain of Vland.
• During the Long Night this world was named Gagi Pa.

History and background

Point of Interest: Sumuu Governance

Sumuu is probably the most disorganized planet in the sector. Its 200,000 inhabitants are currently without a coherent government.

In 1077 the planet was a representative democracy when the 'visionary' president decided the ultimate government could only be determined by methodical testing of all the available types. Surprisingly, the populace did not immediately vote him out of office and the concept was enshrined in planetary statutes. After a number of coups, bloodless revolutions, figurehead governments, corporate takeovers, and other ongoing changes resulted in governmental chaos.

Individual areas each decided localized bureaucratic councils would best serve the planet — there are now nine such councils which meet at irregular intervals and have little liaison between them. The mixture of statutes from forty years of government changes has created a confusing bureaucratic maze of regulations. Perhaps, unfortunately, the bureaucracy is not sufficiently corrupt for bribes to effective. The system must be followed to the letter and can not be rushed. Some seemingly simple paperwork has become so complex it requires several lawyers and accountants.
