The Solomani Confederation maintains order in a universe full of chaos and quarrelling alien species, who must be kept in order.

  • While many gentle-sophonts outside of the confederation attribute negative qualities to the confederation, within the Solomani Confederation, it has strong, popular support, especially amongst Terrans and the Solomani Party elite.

The Solomani Confederation was founded in 871, when the government of the Solomani Autonomous Region reorganized itself in an attempt to strengthen its claims to the heritage of the Terran Confederation and the later Rule of Man.

  • This gesture was ratified in the Charter for Confederation of the Free Solomani States.
  • Although tantamount to a declaration of independence, the reorganization was officially ignored by the government of the Imperium, until the increasingly belligerent and extremist policies of the Solomani caused many border worlds under Solomani rule to petition the Imperium for redress.

Humans are a prolific species and can be found in large numbers throughout vast tracts of both the Solomani Confederation and Charted Space.

Wuans TBD Variant Human Race The Wuans are a Variant Human Race created as a part of a planned society using advanced geneering. The human chimera species was changed to include a number of physiological and psychological mutations to the human genome creating two subspecies: a brutish, unintelligent worker class and a hyperintelligent executive leadership caste. The species has organized and created their own corporate superstate known as the Wuan Technology Association, which is a powerful trading cartel in control of a multi-system pocket empire, closely allied to the Solomani Confederation.
Agryxani TBD Non-Human Race The Agryxani are a young species of cephalopodoids that resemble terran squids. Their species are considered TL-0 proto-sophonts by some, but their emerging mastery of livestock domestication and limited agriculture has convinced other sophontologists to rate them at least TL-1. They are an aquatic species, who require specialized encounter suits, which they lack the technology to yet produce, to interact with the land-dwelling terrestrial species that form the mainstream of interstellar sophontdom. As such, few Agryxani venture beyond their homeworld.

Representatives to the Secretariat are appointed by the governments of the individual districts.

  • The number of representatives each district may appoint is determined according to that district's contribution to the Solomani economy.
  • A district typically consists of a single world, but low population worlds or depressed areas are combined into multi-world districts.
  • In the case of a district such as this, an election is held to determine the representative from that district.
  • These, however, are not elections in the normal sense; the governments vote, rather than the populace.
  • Each government of such a district is allocated votes (again, according to its economic importance) which are used to elect a representative for that district.

The Solomani Confederation is a Confederation characterized by a low degree of governmental centralization that gives a high degree of sovereignty (freedom) to local (planetary) governments and sometimes suffers from a poor ability to create unified policy. The Solomani Confederation government is usually classified as a Confederation.

Internal Politics: 1105

Solomani Confederation Factionalism: Because of the greater degree of local autonomy that exists in the Solomani Confederation, interworld factionalism exists to a much greater degree than would be allowed in the Imperium. Coalitions of worlds exist outside the normal government channels, sometimes equalling them in importance within a given region.

  • For example, the Near Boötes Cluster, in the Capella Subsector, dominates large portions of the adjacent subsectors, both economically and politically. Boötean mercantile interests heavily favor peaceful trade with the Imperium, and their influence with the Confederation government is considered to be the primary reason for the unofficial detente between the Confederation and the Imperium.
  • Another example of this factionalism is the ongoing trade war between Kukulcan and the Thetis-Laputa Coalition. The war is causing severe damage to the economy of Kukulcan, but the Coalition has thus far been able to muster enough power to prevent effective intervention by the Confederation government.

Solomani Party Membership: All government officeholders and officials must be members of the official party, the Solomani Movement (alternately called the Solomani Party). Although formerly of great power and influence, the party is now weak, decentralized, and of little importance. Real power in the Confederation is held by the government and the factions.

It grew into a strong mercantile association and later into a full-fledged government. Boöteans are far more cosmopolitan and tolerant than Solomani Party ideals might dictate.

Grand United States of Quesada Aldebaran The Grand United States of Quesada (GUSQ) is a vibrant democratic republic within the Solomani Confederation known for its liberal ideals and diverse linguistic traditions. It grew out of early Terran exploration efforts and has kept many cultural ideals from its Spanish-speaking founders.
3. Hanuman Systems Langere The Hanuman Systems (HS or HaSy) is a cosmopolitan state within the Solomani Confederation known for its colorful pantheism and widespread religious tolerance. Like many Solomani states, it was settled by early Terrans with many from Occidental and Hindu traditions. The HS is known for its amicable relations with the Hive Federation and the Hanumani hold many ideals at odds with official Solomani Party doctrine.
4. Hegemony of New Albion Dark Nebula The Hegemony of New Albion is small and loose governing organization of former Terran colonists, largely of Anglic descent. Their parliamentary alliance is known for its small size, but great prosperity.
5. Joie De Vivre Malorn The Joie De Vivre is a movement of dissenters, who once originated within Francophone nations on Terra. They rebelled against the Terran Confederation and were able to escape forming a new society beyond the stars.
6. Kostov Confederate Republic Neworld The Kostov Confederate Republic was a splinter group that left Terra long ago. Their language still contains recognizable Slavic elements. Their society is focused on widespread enfranchisement and laissez faire values..

New Slavic Solidarity Magyar The New Slavic Solidarity (NSS) is significant 16-system sub-polity and loose governing organization of former Terran colonists, largely of Slavic descent, who are loosely allied with the Solomani Confederation. The NSS is a fledging sub-polity and few of its world have yet had a chance to establish important, prosperous interstellar economies. It is fiercely independent and mostly associates with the Solomani Confederation out of the need for a large, organized military to protect it from Aslan Ihatei incursions.

Alpha Crucis The Protectorate of Alba has declared its independence from the Solomani Confederation, but the federation has yet to officially recognize this act and aggressive negotiations have been taking place for a number of years. This has driven many Alban worlds to become Client States of the Third Imperium.

Alpha Crucis These days the Protectorate of Cthonia has been reborn as the Orichalc Regional Defense Association and is now an important client state within the Third Imperium. It can muster an impressive interstellar navy even though it primarily has a regional area of operations. The Solomani Confederation still doesn't recognize this change of allegiance.
10. Reformed Dootchen Estates Magyar The Reformed Dootchen Estates was a splinter group that left Terra long ago. They have attempted to keep alive what was once known on Terra as the apartheid system, and ancient Solomani social hierarchy practice that is widely deplored throughout Charted Space.

The Wuan Technology Association (WTA) has always been wary of outsiders, except as clients for Wuan trade. In matters of trade, the Wuans appear to have no fears or reservations about dealing with non-human sophonts. with this notable exception, the philosophy and ideals of the WTA are largely in line with Solomani Party ideals.

Government Structure: 1105

The structure of the government of the Solomani Confederation is largely based upon that of a venerated Terran institution once known as the United Nations, which had been an instrumental organization in helping balkanized Terra grow into a unified World-State.

  • It is a cumbersome organization with an overgrown bureaucracy on one hand, but, on the other, it helped to channel the human spirit of its predecessor, the Terran Confederation, to overcome overwhelming odds and defeat a massively larger Ziru Sirka.
  • For all of its faults and dark corners, the Solomani Confederation has accomplished some very impressive feats. The Confederation has extremely advanced biotechnology and is rapidly creating a new culture, based upon changing technologies. Some say that this new, evolving culture will be a post-human one, full of morphological freedoms and a post-scarcity economy previously unimagined...
