System Data

Fedush, a red subdwarf star, orbits Nuradu, the white system primary, at a mean distance of 980 AU, with an orbital period of approximately 27000 years. It retains a dense rocky planetoid belt, the Fedushan Belt, which occupies orbital positions (I) and (II) around the star.

Mainworld data

(I, II) The Fedushan Belt is designated the mainworld. It is largely composed of rugged carbonaceous bodies averaging around 50 km in diameter, though some are substantially larger. The belt also contains a small percentage of icy bodies. The inner part of the belt orbits Fedush at a mean distance of 0.2 AU (30 million km): the bodies that lie within this region have a mean orbital period of 90 days. The outer part of the belt orbits Fedush at a mean distance of 0.4 AU (60 million km): the bodies that lie within this region have a mean orbital period of 250 days. The mean width of the belt is 0.2 AU (30 million km).

Some of the major bodies within the belt include:

Calida (YS00000-0): Diameter 850 km, orbits Fedush at approximately 0.35 AU (51 million km) with an orbital period of 200 days.
The largest body within the belt. It is an uninhabited spherical chunk of rock.
Haven Rock (BS00334-B): Diameter 700 km, orbits Fedush at approximately 0.3 AU (45 million km) with an orbital period of 164 days.
The site of the main in-system facilities. It includes a command center linked to powerful sensors, extensive accommodiations and a number of leisure facilities, a prison complex, a power plant and various environmental systems, large hanger decks, and extensive cargo storage. It is intrinsically heavily armored, carefully shielded, and a variety of heavy weapons are mounted across its surface in camouflaged emplacements.
Farrell (YS00000-0): Diameter 500 km, orbits Fedush at approximately 0.25 AU (37 million km) with an orbital period of 130 days.
An uninhabited, irregular chunk of rock.
Bastion (FS00264-B): Diameter 450 km, orbits Fedush at approximately 0.3 AU (45 million km) with an orbital period of 164 days.
A fortified defensive facility. It includes a command center linked to powerful sensors, accommodiations and facilities, a power plant and various environmental systems, a large hanger deck, and cargo storage. It is intrinsically heavily armored, carefully shielded, and a variety of heavy weapons are mounted across its surface in camouflaged emplacements.
Guardian (FS00265-B): Diameter 400 km, orbits Fedush at approximately 0.35 AU (52 million km) with an orbital period of 206 days.

Sensor Buoys

Hidden sensor posts equipped with powerful passive sensor systems and mounting system-range tight-beam communications are scattered throughout the belt. They monitor in-system activity and report anything they detect back to Haven Rock.

History & Background (Dossier)

The Fedushan Belt is the site of a secret corsair base. It is located within a large planetoid called Haven Rock.

World starport

Fedushan Belt has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

The port facility includes a large breaking yard, where captured starships and spacecraft are dismantled and their components are either reused or sold. It has efficient refit and repair facilities.

World technology level

Fedushan Belt possesses a Technology Level of TL–11 or TL-B in Hexadecimal Notation.

The facilities on Haven Rock are a cobbled-together affair, with most sections constructed using equipment and materials salvaged from captured spacecraft. As such a range of technological levels exist within the base, though the most prevalent is TL 11. Salvaged equipment typically includes life support, grav plates, airlocks and internal doors, electronics, cables and ducting, control points, furnishings, and internal security and communications systems.

World government

Fedushan Belt is governed by Self-Perpetuating Oligarchy. A single family or small group provides the leadership and important positions in the government. These positions are inherited by member of the group or their family members. The organization may be monarchy, with titles passed to family members. Or a plutocracy where inheritance of the family fortune includes government position. Or the organization may be more typical organization with positions of power inherited.

Higher Government

The world's government is the Blood Council, a fractious congress of Pirate captains, civil leaders and important individuals. It meets when required, usually on neutral ground, typically in private chambers within a large tavern. It debates important topics, makes decisions and issues decrees. Its powers includes all the executive, legislative and judicial functions of the government. It includes a treasurer who controls the coffers, and a clerk, responsible for keeping appropriate records. It provides sworn witness to oaths. Existing members of the Blood Council may be removed or new members may be admitted by majority consent. Disagreements among its members are common and may result in violence.

Enforcers

The strong arm of the Blood Council, charged with carrying out the orders and decrees of that body. Its numbers include a number of skilled psions. It has access to military-grade equipment, heavy personal armor, advanced weaponry, and transport. It does not hold back.

Trade data

The Fedushan Belt has a pirate economy. Unregulated traders negotiate with ship captains to purchase goods, which are then in turn sold or brokered to smugglers who get them back into the regular economy. The Blood Council takes its cut of any trade within the port: it comes down hard on anyone who gets caught cheating it out of its share.

World demographics

Population: approximately 4900 Sophonts.

A significant percentage of the population are captives and hostages, held for ransom or destined for a far worse fate. A few non-human Sophonts can be found but they are always closely monitored and their access to key areas is restricted.

World culture

  • Homogeneity: 2 (Monolithic)
  • Acceptance: 4 (Extremely aloof)
  • Strangeness: 7
  • Symbols: 8

A dangerous and relatively violent pirate community, distrustful of outsiders and bound together by a dubious code of honor and various personal agreements. Newcomers who have been granted access to the base are required to swear an oath of secrecy. Oathbreakers have a substantial bounty placed on their heads.

  • All new arrivals are required to undergo a series of checks. These almost certainly include psionic probing, though there is no official acknowledgement of such actions. Although individuals may know of the existence of the base, most visitors are either unwilling or unable to relate its location. This may be the result of covert (though officially sanctioned) psionic memory manipulation.

Historical data

The Fedushan Belt was surveyed around 2300AD but remained largely barren, save for an occasional optimistic belter, until 4990AD. For a few years prior to that date the government of Sandazar had illicitly harbored a corsair group that raided worlds and shipping controlled by the New Frontiers Development Organization. New Frontiers executed a (largely ineffective) punitive strike against the world and Sandazar's government publicly disavowed the corsairs, making a show of seizing their assets and shutting down their facilities.

However, the government secretly assisted the resettlement of the corsairs in a custom-built facility within the Fedushan Belt. It provided funding and equipment to construct the base and served as a financial laundering service for the goods and assets the pirates took. The continued corsair activity brought renewed attention from New Frontiers, and by 5050AD the government had again withdrawn its support and the base had been abandoned. All records linking the base to the government of Sandazar were efficiently destroyed and within a few years its existence had been all but forgotten. The belt remained barren for over 5 centuries.

The base was rediscovered around 5571AD and has grown since that time, largely rebuilt and refitted with equipment and materials salvaged from captured vessels. The port facilities and the defenses have been significantly improved. The existence of the base is a closely guarded secret, and in nearly three decades evidence of its existence has not leaked. While visitors to the base swear oaths of secrecy, it is likely that part of the in-base security includes psionically gifted individuals tasked with masking or erasing memories associated with the base. Certainly, personal psi shields are not permitted anywhere within the base – possession of such technology is a capital offense – and known psions are immediately isolated.
