Description (Specifications)
Aggressive but viewed as a minor threat and annoyance to larger starfaring civilizations who have found it expedient to ignore them and avoid contact as much as possible. The risk is not seen as worth the reward, as they have little to offer.
Goals
Major goals revolve around acquiring the ability to upgrade their starports to class-A. They want to manufacture massive numbers of jump capable warships and acquire more planets, free from their dependence on captured technology.
History & Background (Dossier)
The dominant species in this region apparently evolved here. The formation of the empire came much later when they captured their first jump capable ships from the Zhodani and proceeded to colonize or overwhelm neighboring worlds. Some of the earliest jump drives to fall into their grasp may have come from the Talpaku Communality, who like the Zhodani before them learned the hard way to avoid this aggressive culture bent on domination.
Government & Politics (Leadership)
The empire mercilessly enforces imperial edicts, and decision making is highly centralized. A set of trusted inspector/generals who combine military and administrative power circulate to ensure plans are executed efficiently. Standing orders to shoot first and take prizes when possible, limit diplomatic opportunities.
Technology & Trade (Economy)
Their disregard for the private properties of others makes organized trade difficult. Some barter has been possible. The lowest technology level is TL–8 and the highest is TL–10.
Military & Intelligence (Force Projection)
The S'raak Empire is at a severe disadvantage because of the lack of class-A starports and shipyard facilities. They have had to beg, borrow and steal as much jump drive technology as they can. They have large squadrons of TL A SDBs and fighters. They have captured a large number of traders and merchants from neighbouring systems. They keep the engineers alive to help them maintain the precious jump drive components. They are always in the market for used space craft and are not particular about where they comes from. Each of the planets in the Empire has a strong garrison of troops, SDBs and monitors to defend it. The colonies have no local representation. Military governors are appointed to enforce the will of the Imperial presence. Resources are collected for the benefit of the Empire. not its subjects. The populations' actions, thoughts and deeds are closely monitored. The population is subdued and unarmed. Applications of military and governmental force are mercilessly employed. They impound and capture vessels they think they can get away with. Larger companies and governments pay bribes to allow their ships to travel unmolested. From the capital Khaar (B5728CE-A) the Imperial presence, sends out raiding parties to collect ships to facilitate further expansion. Casual visitors are advised to avoid this region of space. The Zhodani ships captured are often converted into crude troop transports or carriers. They lack offensive battleships, and specialize in small unit ambush and hit and run raids. They approach using spoofed transponders, looking like a merchant caravan, but with marines and fighters hidden aboard. Their marines, with heavy fighter cover, strike and bring in prize crews to fly off the looted merchants and freighters from isolated outposts and border space stations. No survivors and little evidence remain to implicate the S'raak.
