Rhise is a vacuum world, with a complete lack of atmosphere. The system has a population between 10,000 and 10 million, lacking the industrial base to be completely self-supporting. This world is designated an Amber Zone with an environment, laws, customs, life forms, or other conditions make it dangerous to visitors. It is a member of Third Imperium in the Lanth Subsector of Spinward Marches Sector and in the Domain of Deneb. Rhise, as a member world of the Third Imperium, holds the estate of an Imperial knight, a member of the Imperial Nobility charged with overseeing the world.

History & Background (Dossier)

Rhise had been long divided between warring factions intent on monopolising the world's scarce water resources. An especially nasty world war in the 1080s nearly included the use of weapons of mass destruction, and that trip to the brink of extinction was an epiphany for the locals. Over the course of the 12th century, the feuding governments have devolved their power to a new planetary council with complete authority over the military and the badly needed water.
