Paya is a garden world with a near-ideal environment conducive to most forms of life. The system supports a population of fewer than 10,000 sophonts. It is a member of Third Imperium in the Aramis Subsector of Spinward Marches Sector and in the Domain of Deneb. Paya, as a member world of the Third Imperium, holds the estate of an Imperial knight, a member of the Imperial Nobility charged with overseeing the world. This world has a nearby Imperial Naval Base, capable of handling warships.

It is a member of Regency of Deneb in the Aramis Subsector of Spinward Marches Sector. This world has a nearby Regency Naval Base, capable of handling warships.
- This is a temperate world, with a climate of pleasant, average temperatures, considered to be an ideal or near-ideal environment by many different sophont species.
Astrography and planetology
Paya is a medium-sized world with a diameter just under 9600 kilometers and a thin atmosphere. About half the world is covered by deep, stormy seas, while the continents are rugged and mountainous. [2]

History and background
Paya was settled by colonists from Rethe and Inthe in the Regina subsector, Paya grew quickly, ultimately reaching a population of some 12 million people before disaster struck in 1075.
Imperial High / Landed Nobility
Paya, as a member world of the Third Imperium has a member of the Imperial Nobility overseeing the world.
World Starport
Paya has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.
Paya's Starport offers an excellent quality Highport originally built by Tukera Lines around 980 and now maintained by Oberlindes Lines. The Society of Evolutes, makes up the remaining population after the disaster of 1075. They have continued an eccentric but determined progress toward their idea of a perfect society. Using advanced robotic systems, the Payans have concerned themselves with extensive engineering and building projects designed to provide an ideal base for the future population of the planet. Since they intend to repopulate the world themselves, offworld immigration is not permitted.[2]
World Technology Level
Paya possesses a Technology Level of TL–9.

World Government
Paya is governed by a Representative Democracy where government leadership is representatives elected by eligible voters. What determines an eligible voter varies. The representatives determine policy, including selecting members of the bureaucracy. There can be referendum, votes by eligible voters on specific subjects.
Historical Data
Paya was of some importance in early 1108, when the 154th Battle Squadron was forced to withdraw here for repairs.[3]
Only a portion of the Highport is maintained/used, it was originally intended to service the starship traffic trading with Paya's pre-disaster population of 12 million. Hostel accommodation and a bar-restaurant is run by the Travellers' Aid Society. There is plenty of high grade fuel for sale and an on-demand shuttle service to the Downport supplied by two TL–9 50ton Inthe Modular Cutters.
Adjacent to the Downport, is the Startown with accommodation for the majority of the planets 500 or so inhabitants, the surface base for the Imperial Navy facility, the Oberlindes Lines office and private Shipyard (TL12 for maintenance & repairs of the Oberlindes Fleet, 4,000tn capacity) and the locally owned tech 9 Paya Shipyard capable of construction, maintenance and repair of craft, including Starships, up to 100tn. Imperiallines has a small forwarding office for their J1/2 tramp traders from Focaline (Spinward Marches 2607) and Violante (Spinward Marches 2708) entering the J1 cluster.
The Paya Shipyard constructs the Paya Light Freighter, a J1 100ton freighter designed to service the local J1 cluster. Paya is the only shipyard building high tech (TL–9) starships in the 10 world cluster that forms this part of the J1 main. One or two Light Freighters are sold each year, depending on other shipyard commitments. The cost to purchase a new light freighter is 27.52MCr, including a 5.504MCr deposit. Construction time is 29 weeks, but is heavily dependent on other commitments, often the 29 weeks will extend to 30-40 weeks.
Given the lack of maintenance and repair facilities for higher tech ships (the Oberlindes Lines shipyard excepted), it is rare to see higher tech ships in the cluster. The Paya Light Freighter holds most contracts and fills the needs of the majority of worlds. Occasional high tech (TL10-12) tramp traders will be seen, either independently owned or affiliated to Imperiallines (which also owns several Paya Light Freighters). But the ship graveyards on several remote worlds hold the canibalized remains of dead tramp traders that could not get repairs when needed.
Oberlindes Lines, headquartered at Regina maintains a private shipyard here at TL–12 of 4,000tn capacity to provide maintenance for its Aramis Subsector fleet. Private access to the yard is restricted.
It should be noted that Tukera Lines lost interest in servicing Paya in the aftermath of the asteroid strike.
To achieve the 2,000,000tn refined refueling capacity needed to be declared a Class A Starport, Oberlindes Lines operates as part of its lease a commercial operation providing 1,000,000tn of refined fuel capacity for the Class A Starport, with the Imperial Navy lease obliging that the Navy provide the remaining capacity when required. An Imperial Navy Fleet Tanker Squadron is based here in part to fullfil this obligation in peace-time. However normal trade use rarely approaches a tenth of the refined fuel capacity available, with the majority of trade being Oberlindes commercial ships traveling into the Aramis Subsector via Paya to Violante and beyond.

- 1075 :An asteroid impacts on Paya's heavily populated southern continent, ultimately leaving the world in possession of 500 isolates, the Society of Evolutes, from a former population of 12 million.[2]
- 20,000 survivors of the disaster on Paya settle on Inthe.[6]
- 1094 :Oberlindes Lines leases ground for a starport on Paya as a base for its Aramis Subsector operations. [7]
- 1102 :The Imperial Navy leases ground on Paya near the new starport to construct a naval base. [7]
- 1108 : 154th Battle Rider Squadron forced to withdraw to Paya after suffering damage in battle against the Ekhlle Ksafi's Battle Squadron 8. [8]
