Ishkaa has both an unbreathably thin atmosphere and a lack of surface water making habitation by sophonts difficult. The system has a population between 10,000 and 10 million, lacking the industrial base to be completely self-supporting. The governance of this world is from Ninlakim (Dagudashaag 2208). It is a member of Third Imperium in the Arnakhish Subsector of Dagudashaag Sector and in the Domain of Vland. Ishkaa, as a member world of the Third Imperium, holds the estate of an Imperial knight, a member of the Imperial Nobility charged with overseeing the world. During the Long Night this world was named Dind.

History and background

The Government of Ishkaa are trying desperately to expand the economic base of the planet since they believe the current single cash crop economy is asking for trouble in the future. They are running into problems with both the producers of Pulmn and the traders who export it since both are making a great deal of money out the monopoly and do not wish the situation to change.
