History & Background (Dossier)
The Rank of Grand Admiral is the most senior rank awarded to Imperial Navy Officers. The next most senior rank is Emperor. The Grand Admiral is the professional head of the Imperial Navy and sits on the Admiralty Board, chairing it in the Emperor's absence.
Some Grand Admirals created are also created with a regional affiliation, like the Grand Admiral of the Marches for Grand Admirals who have served in the Spinward Marches. These offices are time-limited, but are commands independent of the permanent Grand Admiral, reporting to the Emperor directly. Regional Grand Admirals allow multi-sector efforts to be coordinated with less of the difficulties associated with multiple leaders with equal status and differing agenda.
Grand Admiral of the Spinward Marches Arbellatra Alkhalikoi is perhaps the most famous of these regional appointments. Because of the power that accrues to such a post, no regional grand admirals have been appointed since the Second Frontier War.
