Question: What is the procedure for recommending new categories and adding them to pages? For example, I thought it might make sense to add a scout base category to those systems which contain scout bases. In that way, you would have a category page with all systems containing scout bases. Similar categories could be establish for naval bases and other features, such as red zones.

Usually creation of categories like your suggestions have been at the discretion of the person wanting them. I have no objections, and in fact would like to see such a thing.

I would use a category name like Worlds with a Scout Base, and make sure you link the category page to the Category: worlds to create the category tree.
