History & Background (Dossier)
The Ministry of Justice for the Grand Duchy of Marlheim operates a penal colony on Emmaline. This penal institution is a small facility, and is only one of many penitentiaries maintained by the Duchy's secret police ("the Ministry of Tolerance") in the local subsectors.
