Behind the Claw (Steve Jackson Games, 1998), 4., "Deneb is smaller than other domains for several reasons. Firstly, a few worlds of Reft Sector lie beyond feasible administrative range, on the other side of the Great Rift." While the Domain of Vland is not specified as their administrator, it is a plausible inference.
