Rank & Grade (Hierarchy)
The council is made up of all the senior ship captains. These captains then elect one of their members to be the acting commodore for task force sized operations and a mission by mission basis. No commodore has ever served longer than a year in the post, even during times of war. The willingness to step down and let another take up the lead, for good or ill is what binds the loyalty of all the crews. Personal freedom and personal responsibility and accountability unto death is the glue of the "organization."
