Early in the history of the First Imperium, the Cranch crisis unleashed an insidious parasite from its homeworld. Conflicting lines of authority complicated matters and the confused situation allowed the infection of seven adjacent systems before it was contained. Two worlds were isolated, three were scrubbed, and the remaining two subjected to rigid access controls for the next six hundred years. The First Imperium created L’Agence Quarantine with the specific mission of eliminating threats (the phrase “at any cost” appears in its enabling documents) to the empire. The agency [had] three resources: quarantine fleets, typically attached from naval forces as required; specialized reaction squadrons stationed strategically throughout the empire, and trained quarantine officers (their powers secret until required) capable of taking control of situations regardless of other rank structures. The Second Imperium continued the structure, but didn't really understand its brutal nature; the Quarantine transformed into an emergency reaction force. The Third Imperium re-established it until about 300, when its forces were absorbed into the Imperial Navy as Angin-wafer Agents were deployed.
