Anpanaar has both an unbreathably thin atmosphere and a lack of surface water making habitation by sophonts difficult. The system has a population between 10,000 and 10 million, lacking the industrial base to be completely self-supporting. This world is designated an Amber Zone with an environment, laws, customs, life forms, or other conditions make it dangerous to visitors. It is a member of Third Imperium in the Gadde Subsector of Dagudashaag Sector and in the Domain of Vland. Anpanaar, as a member world of the Third Imperium, holds the estate of an Imperial knight, a member of the Imperial Nobility charged with overseeing the world. During the Long Night this world was named Dugaar Liivlaa.
Astrography and planetology
Anpanaar is a member of the Inshaam Cluster.
The broad equatorial lowlands of Anpanaar are dominated by vast shallow seas. The hot waters have produced a plethora of sea life, exotic plant forms, and insects which totally dominate the coastal regions. Further from the seas the terrain gradually becomes more barren until it finally gives way to desert, badlands, and extremely rugged mountain ranges. The local animal lifeforms have not evolved beyond insects and water-dwellers.

There are thousands of folk tales of 'strange intelligent creatures' apparently encountered by individuals in the outback.
History and background
The colony on Anpanaar was founded to provide labor for the starport and continued to grow since then. The planet, governed by a ruling council consisting of representatives from each of the major merchant families, continues to maintain Vilani traditions to this day.
The Anpal natives suffer what sophontology experts call a pathologically misstructured culture. Their views on the value of sentient life are shockingly poor, encouraging the killing of those considered lesser and slavery.
In 1052 the government on Collette (Dagudashaag 2725) sent military forces to persuade the Anpanaar government to adapt more enlightened policies. Through the Second Survey process, the Imperial Interstellar Scout Service deemed the situation stable.
A string of assassinations in 1067 was followed by the announcement the old order had been restored. These events resulted in the downfall of the then ruling party on Collette, which had declined further involvement. The poor cultural views and inability to force more enlightened one has led the IISS to impose an Amber Zone rating on the world.
