History & Background (Dossier)[edit]

Heron was a backwater of the Rule of Man and not very dependent on galactic trade. This meant that it endured the Long Night better than many worlds. It did, however, lose jump capacity because it hadn't developed the technology on its own, instead relying on outside sources for interstellar ships.

Around -1600, the Heroni discovered an enormous cluster of asteroids moving toward the planet. It looked as though Heron would move along its orbit directly into the path of the debris cloud, leading to planetary devastation. Work on building jump drives was ratcheted up, but it was feared that success wouldn't come in time. As a contingency, colony ships were prepared that would make use of suspended animation and ion drives to carry sleeping Heroni to other worlds. These ships were sent in several directions, to worlds that were supposedly uninhabited according to old maps.

As it turned out, new technology developed as a by-product of the search for a jump drive allowed the Heroni to divert the largest asteroids and the planet was saved.

Eventually Heron became the capital of a small empire, the Federation of Heron. Seeking the old colony ships, they reestablished contact with disparate Heroni populations, who in the meantime had become intermixed with criminal gangs seeking to set up shop outside Imperial territory.

World Starport[edit]

Heron has a Class C Starport, an average quality installation which includes amenities including unrefined fuel for starships, some brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing maintenance and other kinds of repair. Ports of this classification generally have only a downport, unless this is a trade port or system with an hostile environment mainworld.

Heron is governed by a Civil Service Bureaucracy. The leadership of the government is another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. Usually the governmental leadership is divided, or incapable of setting policy and the bureaucracy provides a stabilizing influence. The bureaucracy may be the full government bureaucracy or a section with limited jurisdiction but considerable influence like the military.
