Era: New Era
Vincennes is an industrial world with a tainted atmosphere. The system has a population over one billion. This system serves as the capital for the subsector. It is a member of Regency of Deneb in the Vincennes Subsector of Deneb Sector.
Description (Astrography & Planetology)[edit]
Vincennes is the technological jewel of Deneb and one of the single most powerful worlds in the Imperium, wielding twice the economic, industrial and military strength of the next most powerful world in the sector, Starn (Deneb 1417).

System Data[edit]
Vincennes is a trinary (three-star) solar system. Vincennes orbits Ember, the close companion of the system primary, Undraczech. Because of the proximity of the two stars to one another, Vincennes’ orbit takes it almost directly between Ember and Undraczech. Cuazhirniim is itself the primary of the Paven subsystem, which includes the agricultural world Paven, producer of most of Vincennes' food.
Mainworld Data[edit]
It is a Nexus World.
Mainworld Geography & Topography[edit]
Over nine-tenths of Vincennes' total surface is covered by ocean, at depths up to nine kilometers. Most of the planet's mining and habitation is concentrated in an underwater region known simply as "The Shoal", an area straddling the equator.
Substantial portions of the Shoal were once above sea level, forming a low-lying continent subject to frequent flooding. It is likely that the native life of Vincennes evolved in tidal basins, developing into purely aquatic forms when this continent was engulfed by the sea.
Most of the land surface is concentrated along island chains that border the Shoal. The only continent, named Kehmed, is probably the remnants of the original continent's "highlands".

Native Lifeforms[edit]
Large algal mats are common on the ocean surface; in some areas these cover the water for tens of kilometres, particularly over the Shoal. Also common is a kelp-like form known as "Beam". When dried and treated, Beam can be used as a flexible building material similar to terrestrial bamboo. Genetically enhanced forms of Beam are commonly used for disposable containers.
The largest organism on Vincennes is "Rockmat". These are similar to terrestrial stromatolites; they form when large algal mats become anchored in shallow, rocky areas. The process can eventually produce colonies several kilometres across, resembling small islands. Centuries-old extinct colonies are used as the foundation for landing pads at some of Vincennes' subordinate spaceports, or as fairly secure habitats.
The oceans of Vincennes are more acidic than most terrestrial organisms can tolerate, and transplants onto Vincennes haven't been successful.
Vincennes' native life isn't palatable to Humans without special treatment and preparation, and even after such treatment tends to have a bitter, caustic taste.
History & Background (Dossier)[edit]
Vincennes is one of the only TL–16 worlds in the Imperium and is a major economic, political and communications hub.
Imperial High / Landed Nobility[edit]
Vincennes (De 1122), as a member world of the Third Imperium, holds the estates of three members of the Imperial Nobility, who are charged with overseeing the world.
- It holds the estate of an Imperial knight.
- It holds the fiefdom of an Imperial count.
- It holds the fiefdom of an Imperial subsector duke.
- Vincennes is the seat of the Duchy of Vincennes. The Duchy has many powerful worlds but all are eclipsed by the Vincennes system.
- Fleet Admiral, Baroness Arabella von Ericsson's fief of Delcambre is also on Vincennes
World Starport[edit]
Vincennes (De 1122) has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.
World Technology Level[edit]
Vincennes (De 1122) possesses a Technology Level of TL–16 or TL-G in Hexadecimal Notation.
- Common Communication technologies for this TL include: Personal holovideo and personal meson communicators.
- Common Power Generation technologies for this TL include: Miniature super-batteries, collectors, and advanced Fusion+.
- Common Transportation technologies for this TL include:
- Land, Water & Air: Advanced gravcraft.
- Space: G-Carriers & advanced interplanetary spacecraft (System Craft).
- FTL: Jump Drive-7 and prototype Hop Drive-1.
World Government[edit]
Vincennes (De 1122) is governed by a Charismatic Dictatorship. Charismatic governments justify their ability to rule by simply asserting their right to rule. Charismatic dictatorships are young governments, coming as a recent change and rely on the leader(s) to supply head of government.
World Law Level[edit]
Vincennes law enforcement is fairly unremarkable. Most disturbances are handled by local city police. The only planet-wide constabulary are the "Information Police", although since that title sounds distinctly draconian they are also known more simply as the "Special Branch". They are the most common manifestation of Imperial authority on Vincennes.
World Military[edit]
No information yet available.
World Economy[edit]
Vincennes exports high-tech products throughout the astrographic region.
The most locally important function of government is handled by the Vincennes Trade and Commerce Commission, a body made up of leading industrialists and trading organizations. While the VTCC has no direct on-world power, it is responsible for maintaining and promoting the off-world commerce vital to Vincennes' economy.

Urbanization[edit]
The majority of Vincennes’ population lives in undersea settlements that are primarily concerned with mining and industrial production.
The Shoal Ocean Metroplexes[edit]
- Burke: The smallest and newest of the metroplexes
- Kehmed: Shares its name with the nearby continent
- Markel: The population is reducing as resources dry up, and housing is cheap
- Willis: Largely a manufacturing city
The Grav Cities[edit]
Forty-three gravitic cities hover over the planet's surface, with three having populations over 100 million.
Grav cities include:
- Dumorov: Cone-shaped, hovers over the Kehmed metroplex
- Foxhunter
- Malin Tekhar: Sphere-shaped, administrative city
- Melchen: Disk-shaped, a tourist city
The Space Cities[edit]

World Timeline[edit]
- Solomani exiles attempted to settle Vincennes around -1700, but the settlement ultimately failed[2]. The world was re-colonized in 120, and particular challenges in the atmosphere encouraged technological innovations, establishing Vincennes early as a fast-developing world on the frontier.
- Vincennes was made the subsector capital in 243, when District 192 was integrated into the Imperium as Vincennes subsector.
- In 617 Vincennes reached TL–14, and by 800 had reached TL–15.
- Wood Station, a research laboratory in the Vincennes planetoid belt, was established in 920 to monitor gravitic waves in the belt. In 1092 the station was placed under Imperial Navy jurisdiction and declared off-limits to unauthorized traffic.
- By 1090, Vincennes had reached TL–16 and today produces small numbers of improved equipment.

Other Data[edit]
The Collapse, and to a more critical extent the Rape of Trin severely impacted Vincennes. One of the most advanced worlds in the former Third Imperium, and one of its most storied, suddenly faced the fact that its raison d'etre, technological advancement, could possibly doom it and the rest of the Regency. In the massive backlash against automated technologies in the wake of the Rape, Vincennes went from being most favored to being most ambivalent, and in some quarters of Regency society, most reviled.
Once the unthinkable happens, nothing is unthinkable anymore. Its position in the spotlight now made it an easy target for both Virus and the disdain of technophobes after the embers of Trin began to cool. For Vincennes that meant having to reexamine virtually every aspect of its society and its attitudes towards the remainder of the Regency. What once was the Emerald City, with its homebody, luxury loving population, now had to turn itself inside out to educate, elevate and emancipate its fellow citizens across the Regency. This wasn't purely altruism; the new bureaucratic government installed in the 1140s recognised that the only means of their world's survival was to create reciprocal relationships with more downtrodden worlds. With technological development impeded by the "cap" imposed by the First Regent, helping improve local living conditions and technology of as many worlds as possible would mean the cap would eventually be lifted, and the synergistic benefits of cooperation with these offworld parties would make it even easier for Vincennes to remain competitive.
The world constructed five of the largest and most prestigious universities as a result, the "Golden Ring" schools, which attract the best and brightest from across the Regency to learn cutting edge science and technology, economics and public service, psionics and interstellar relations. Two of these, Golden Gate and Golden Horn, are placed in orbit near Vincennes two highports, and are given over mostly to offworld students. The other three, Golden Harvest, Golden Sun and Golden Dragon are all built near the worlds three major metroplexes. The Regency's University of Vincennes is also a major supporter of educational dissemination as well. With the aid of these universities, Vincennes was quickly able to repair the damage done to its technological abilities by the Viral threat, and spur continuing innovation that will allow a rapid transition to TL-17 when that day comes.
Vincennes demographic geography has been heavily altered since the Rape of Trin.
Most of its grav cities are now primarily industrial or support facilities that produce vital goods year round for export offworld.
Its ocean metroplexes, located in the region known simply as the Shoal, now contain a greater percentage of the population than they did in the past. The Kehmed and Willis metroplexes are the largest population centers, but Markel, Burke and the new Moses metroplexes are just as vital and important. New smaller metroplexes are being constructed on the continental shelves on the Shoal's eastern margin, as new deepwater technologies open up previously unexploited areas of the seafloor.
Vincennes' reliance upon Paven for imported foodstuffs has diminished as the population has grown. The vulnerability of these shipments compelled the local communities to develop alternative agriculture, in many cases either grown on gravitic platforms, or in orbit on massive space stations. The possibilities offered by genetic engineering and biorganic constructs has also influenced local life support system design: Hydroponics and specially engineered aquatic plants are used by many surface and underwater installations as backup life support systems, and are the basis of several new research ventures into biorganic machinery and systems.
Vincennes decentralized government has diminished in the face of Virus and the Representational Reforms. The hated Vincennes Trade and Commerce Commission (VTCC) has had its influence overshadowed by a new civil service bureaucratic government instituted by the Duke of Vincennes in 1141. A new popular assembly was created during the Representational Reforms, led by several new political parties formed by an increasingly mobile middle and working classes.
