Paro is owned and operated by Universal Paro Systems, Ltd., an Imperially-chartered corporation consisting of literally every inhabitant on the planet.

There is a small starport staff. Beside corporate business the harsh environment means that there are few tourists and little in the way of cargo. A single security battalion is posted here to protect company assets.
