History & Background (Dossier)[edit]
Dover was colonised during the Rule of Man, and retained spaceflight throughout the Long Night, though interstellar capability was only regained in the mid-400s.
Tensions between Dover and the Swanfei are increasing, due to sporadic raids which the Swanfei completely fail to condemn or control. At the same time emissaries from Carlton are quick to protest when a Dover ship fires on a suspect vessel, even in the Dover system.
