Debagu is a deadly world. Its primary is extremely active, creating a high amount of electrical storm activity within its stratosphere. High concentrations of ozone results from this intense storm activity. Ozone is created when O2 molecules are broken down by ultraviolet radiation or electricity, or by combustion, into free radicalized oxygen ions. Ozone's very nature makes it a powerful oxidizer, and deadly to nearly all lifeforms in high enough concentrations. While not any more destructive of metals than normal O2, it is very destructive of organic materials like paper, cloth and plastic. Breathing it any significant concentration creates massive lung damage, and it can affect nasal passages, eyes and the skin as well.

Filtering ozone is relatively easy, but heavy head to toe garments made of specially treated material are required even for short duration exposure.

The ozone atmosphere makes it a powerful natural bleaching agent, and a number of commercial combines were established around 870 to exploit the world's natural resource for a number of chemical processes. Many of these included destruction of organic garbage and biowastes exported from industrial worlds in the Zhodani and Avalar Consulates. A number of biological testing labs were set up, taking advantage of the atmosphere as a natural antiseptic in preventing accidental release of dangerous microbial species. Many communities are equipped with large leach piles, where organic wastes are placed, moistened with water, into large silos, and the atmospheric ozone is concentrated and "bubbled" under high pressure to destroy the offending materials.

The original "biofilter" companies mostly came here from the Third Imperium. The unified colony that existed before the Imperial Civil War has devolved into bitterly divided city-states, divided by turf wars and trade conflicts. The population lives entirely underground, a fact necessitated by the low TL. Most of the population would rather live anywhere else, and most are immigrant labor signed to long-term work contracts by the communal governments. The high law level is a reflection of the severity with which these labor contracts are enforced, and the stringent environmental regulations that protect the populace from accidental poisoning.

The Zhodani Exodus has overstretched local resources, and patience, to the breaking point. Local communities are cramped, as they were designed to sustain a limited number of people in optimum conditions. The inflow of refugees makes crowding a recent phenomenon, and the locals have never more than tolerated the Zhodani before. The different community governments are too divided for a consistent response to the crisis, and the world has slowly drifted towards a violent confrontation with the Zhodani.

The situation has taken a turn for the worse since 40-1202. Units from the Zhodani 10th Fleet arrived to supposedly assist in refugee relief, but have instead established a de facto blockade of the world against "subversive" traffic. The starport is currently a no man's land, thanks to tensions between the offworld security company that manages it, and increasingly strident Zhodani patrols. An Amber Zone warning was issued on 99-1202 by the subsector TAS office on Anipaso to reflect the high tensions currently running on the world.
