A conference held on Telleria (Vanguard Reaches 1308) in 1089, regarding the political situation in the conflict-riven Tellerian Cluster.

Representatives from the Colonnade Province (Driantia Steblenzhtia), Aslan emissaries, diplomats from the Trelyn Domain and officials from the independent world of Maya were present.

Outcomes[edit]

The basic thrust of the council was a non-interference agreement with regard to inner struggles of the Tellerian Cluster. No territorial claims were settled, but the Council did succeed in imposing an agreement binding the four major worlds of the Cluster to limiting disruption of trade. An arms embargo on the warring worlds was declared by the attending nations, and neutral shipping was guaranteed protection across the 26 systems specified, a zone covering all but four systems on the Tellerian Main. Legally speaking, the Tellerian Cluster does not include those four worlds.

While piracy from the mysterious Eli remains, the interstellar forces of Telleria, Ralnn, Orylla and Drien have promised protection for vessels travelling within their zones of influence.

Note that Drien only reluctantly signed the Council of Worlds Agreement after presented with an ultimatum from Maya and the Trelyn Domain.
