Carrill is a high-population ring of many small worldlets (planetoids AKA an "asteroid belt"), not capable of retaining an atmosphere or water, and are both non-agricultural and industrial in nature with a billion or more sophonts in population size.

  • These worldlets warrant hazardous environment precautions.
  • Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
  • As a group of industrial worldlets, well-developed manufacturing and processing sectors are major business here. Manufactured goods are a major export item.
  • The worldlets are, for the most part, unable to produce quality foodstuffs and must import them.
  • This is a "high technology" world with technology achievements at, near, or over technology standards for Charted Space.
  • This world is also the overall capital of an interstellar government with the massive extra trade and prestige associated with that role.
  • This is a "Puzzle" world designated as an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor.
  • It is a member of the Carrillian Assembly in the Drexilthar Subsector of Reaver's Deep Sector.

History & Background (Dossier)[edit]

The asteroid belt at Carrill was never considered a particularly important system, as the Belt offered little in the way of resources that were not in greater abundance elsewhere. In the year 517, however, the system's importance grew dramatically.

In that year, rivalries between various worlds in the Drexilthar and Fahlnar subsectors threatened the region with a major interstellar war. The Imperium, with numerous trade interests in the region, stepped in to encourage a peaceful settlement - backed with the threat of direct action if this settlement was not reached. A series of conferences were held in the Carrillian Belt, at an asteroid designated "Round Table", as that system qualified best as neutral ground among the disputing parties.

The result of these conferences was the agreement, in 519, for the various worlds involved in the conferences to federate into a single state for the regulation of trade, economic coordination, and common defense. The Articles of Assembly signed in that year established the Carrillian Assembly, and designated the Belt as the capitol of the new federation.

In the years since that agreement, the Carrillian Belt has swollen in population, industry, and technology, and has become a powerful system in its own right. The Belt houses the main administrative machinery of the Assembly, 32% of the Assembly's major industrial might and the largest naval base of the Assembly Peacekeepers. A population of 6.8 billion is now spread among the asteroids of the Belt.

Recently, with the assumption of extraordinary powers by High Justice Eno Daldreem, the Carrillian Belt has undergone a transformation into a repressive police state. The size of the local peacekeeper forces has more than quadrupled, and harassment, permits, invasion of privacy and rigid control of all individuals have become the norm. The system was recently posted as an Amber Zone by the Travellers' Aid Society due to this large scale intrusion of government into every facet of everyday life.

Carrill has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

Carrill is governed by a Charismatic Dictatorship. Charismatic governments justify their ability to rule by simply asserting their right to rule. Charismatic dictatorships are young governments, coming as a recent change and rely on the leader(s) to supply head of government.

Only two rival factions of note remain in the Carrillian Assembly, out of what once were dozens. These are the conservative Assemblist party, focused on stability, and the opposition Expansionist party, which seeks to incorporate new territories through economic and military domination. In parallel, most Carrillian businesses have merged or been absorbed, leaving only a handful of large corporations.
