Ouknal is a fluid world with an oceanic geography of a liquid other than water such as ammonia, methane, hydrocarbons, or other exotic liquids. Ouknal suffers from a deficiency of Tech Level, four less than it needs to maintain life supporting facilities. Thus it is labeled Doomed and requires evacuation of its populace unless emergency elevation of its planetary Tech Level.
