Description (Specifications)[edit]

Hierate is an Galanglic word derived from a Terran word for sacred. The earliest intercivilizational contacts mistook the Aslan "Code of Honor" for a religion.

  • The Aslan term for their empire is Htoifteirlakht, translated as the bountful lands ruled by the lords of honor.

A. Goals: 1116[edit]

The Aslan are motivated by land ownership and prestige within Aslan society. Due to these strong motivations, the Aslan Hierate's primary goal is expansionism.

  • 1. Expansionism / Salic Primogeniture (Ihatei)
    • The Hierate is constantly expanding in any astrographical direction it can. Population pressure and the constant desire for more space pushes each clan to build colonization starships and escorting miltary forces to accompany them. Aslan believe that this internal society pressure promotes excellence.
    • Please see Ihatei for more information.
  • 2. Honor / Racial Pride (Violent Monoculturism)
    • The Aslan have highly-developed codes of conduct that govern Aslan behavior. These customs are widespread with little dissent or challenges to the established culture. One Imperial scientist and observer of Aslan society, Professor Iacomus Konradsky of the Imperial University of Regina, once characterized Aslan customs and mores as "violently monocultural" with an explanation that while the Aslan frequently feud among themselves, they will quickly align forces to crush threats to their way of life. Aslan believe that this tightly held identity promotes societal strength.
  • 3. Territoriality / Internal Conflict (Aslan Clan Competition)
    • A deep-seated territorial instinct causes the Aslan to have an inordinate (from a human standpoint) concern with land. For male Aslan, owning land is a major goal in life. An Aslan's stature is determined by the amount of land he (or her husband) controls, or by the amount of land owned by any higher lord the Aslan may be vassal to. The lowest classes of Aslan are landless, and provide the farmers, laborers, craftsmen, and factory workers. A holder of a large territory will often grant authority over it to vassals (usually sons, brothers, or male relatives by marriage) who administer the land in his name. Aslan believe that territorialty promotes orderliness and prevents chaos.

History & Background (Dossier)[edit]

A vast Aslan-dominated empire (the Aslan Hierate) lies to spinward and rimward of the Reavers' Deep, but Aslan themselves have ranged well beyond its borders, with many Ihatei settling on the independent worlds of the Deep and the Imperium. Aslan have fought with the Imperium in the Aslan Border Wars.

Government & Politics (Leadership)[edit]

The Aslan government is known as the Aslan Hierate.

Overview: 1116[edit]

The Aslan government is characterized as having a high degree of centralization, which sets uniform policies that direct the entire multi-sector state and disregards local/planetary differences unless they are significant at the clan level. The Aslan government is usually classified as a Commonwealth, a form of a Unitary State.

Interstellar Relations: 1116[edit]

The nature of decentralized governance within the Hierate make interstellar elations as a polity difficult. While unified decisions by the Tlaukhu representing the Hierate do occur, it is far more common for other polities to negotiate with Aslan Clans or Tlaukhu power blocs.

This polity conducts diplomacy and maintains active relations with the following other polities:

Government Structure: 1116[edit]

Aslan governance is very much based upon Aslan social more, which, in turn, is based upon family and clan structures.

  • Debts of family service predominate amongst these relationships with strong taboos against infidelity to clan and family.
  • This social more also limits clan size, which tends to predominate at the world level making large r multi-world clans much more difficult to keep together. Most of Aslan space is not tied into Tlaukhu blocks, but instead in smaller clan groupings, sitting on the sideline, waiting for stronger factions to emerge.
  • To an outsider, this constantly evolving and changing power dance can be near-impossible to follow.
  • Please see polity entry at Aslan Hierate for more information.

A. Executive Branch: 1116[edit]

  • Tlaukhu
  • Aslan society centers on the clan. Within the Hierate, the family structure of the Aslan and the governmental structure are the same. A council of twenty-nine clan leaders chosen from amongst the most powerful clans performs the highest governmental functions. The Trokh name for this council is Tlaukhu, which has a literal translation of thirty-five (Aslan numbering is in base-8, this is 29 in base-10).

B. Legislative Branch: 1116[edit]

  • Tlaukhu Members "29"
  • "The 29" (as they are called) have quasi-religious status and represent the essential unity of the Aslan race. To be chosen one of the 29 is the highest honor to which any Aslan can aspire. The 29 meet continuously on the Aslan homeworld, Kusyu (Dark Nebula 1226) to adjudicate inter-clan disputes and decide matters of group policy. No member of the 29 speaks for the Hierate as a whole, nor does the whole 29.

C. Judicial Branch: 1116[edit]

D. Bureaucracy: 1116[edit]

Major Clan.

E. Military: 1116[edit]

The military of this polity is decentralized and subordinate to individual clan control.

  • There are no Hierate military forces; each clan has its own, and they rarely act in concert with those of other clans. The Hierate itself can call upon military forces only insofar as the clans themselves agree to provide such forces. Even the minor forces conveying the 29's decisions are actually under the control of individual clan leaders.
Aslan Government Types[edit]

In human terms, all Aslan worlds have a feudal form of government. Thus, one of several normal governmental codes might be assigned by humans to various Aslan planets (0,3, 5, 6, 7, 8, 9, A, B, and C are all applicable), and these codes might be found in a human catalog of world types. Kusyu, the Aslan homeworld, is often assigned a government type 8 in this fashion. Some UWP descriptions use the following codes to refine Aslan dominated worlds:

Aslan Government Codes
Code Name Description
G Small Station or Facility Either operated by an off-world clan or controlled by an Aslan company (the only instance where a world is controlled by anything but a clan)
H Split Control Different parts of the world are owned by several on-planet clans. An analogy to human balkanized worlds
J Single On-world Clan Control Other small clans may also be present, but they will be dominated by the major clan.
K Single Multi-world Clan Control The world is controlled by a single clan whose span extends over several worlds, not necessarily nearby.
L Major Clan Control The world is controlled by one of the Tlaukhu
M Vassal Clan Control The world is controlled, but not owned, by a vassal clan in fief to a larger clan
N Major Vassal Clan Control The world is controlled, but not owned by a vassal clan in fief to one of the clans in the Tlaukhu.

Military & Intelligence (Force Projection)[edit]

There are no Hierate military forces; each clan has its own, and they rarely act in concert with those of other clans. The Hierate itself can call upon military forces only insofar as the clans themselves agree to provide such forces. Even the minor forces conveying the Tlaukhu 29's decisions are actually under the control of individual clan leaders.

  • The extremely deadly nature of any combat between Aslan has led to a rigid, ritualized pattern of behavior designed to reduce conflict. Aslan are very polite, and while most have learned to be patient with non-Aslan, accidental fights still occur. Disputes between individuals are handled by the patriarchs; disputes between families are handled by the pride leader; disputes between prides are handled by the clan leader.
  • Aslan civil wars and conflict amongst the clans is far more common than many Aslan would like to admit.

A. Ground Forces: 1116[edit]

B. Naval Forces: 1116[edit]

Aslan clans build great space battlefleets and build surface armies to support these space navies. The tendency of Aslan society to cleave along clan, territorial, and expansionistic lines makes clan cooperation vital when facing larger space fleets from other sophonts and political groupings.

C. Special Forces: 1116[edit]

D. Paramilitary Forces: 1116[edit]

E. Intelligence Agencies: 1116[edit]

Technology & Trade (Economy)[edit]

The Aslan are persistent inventors and avid traders. Aslan technology can be very variable since clans often withhold newly-discovered technologies from their rivals, but eventually Aslan technologies become distributed throughout Aslan society through processes of trade, diplomacy, and espionage.

  • Aslan trade is major motivator for the average clan and trade with foreign entities is a widespread and accepted custom.

Calendar & Timekeeping (Chronology)[edit]

The Aslan calendar is based on the period of the Aslan homeworld, Kusyu (Dark Nebula 1226) around Tyeyo, its star.

The Aslan calendar is based on the revolution of Kusyu ( Kilrai' / Dark Nebula 1919) around Tyeyo, its star. The Aslan year (ftahea) is about 320 standard days. A day (eakhau) is about 36 hours long. The same calendar is used on most Hierate worlds. There are no sub-divisions in the Aslan calendar; each day has its own unique name. The calendar takes as its starting point the first selection of the Tlaukhu as supreme council on Kusyu, about -2083 Imperial.

Mathematics: 1116[edit]

The Aslan use a Base-8 system of mathematics, including mathematical logic, arithmetic, statistics, particle mechanics, and other branches of mathematics.

Sciences: 1116[edit]

The Aslan possess an advanced knowledge of the sciences that includes:

  • A formalized method of scientific inquiry.
  • Kuzu (planetary) and Space sciences, including astronomy, cosmology, and geosciences.
  • Social sciences, including psychology and sociology.
  • Life sciences, including biology.
  • Physical sciences, including chemistry and physics.
  • Formal sciences, including mathematics and logic.
