The earliest colonial efforts here took place in ancient times. That ebbs and flows of interstellar civilization and empires have left the culture here very tribal. The central bureaucracy runs everything, but underneath there are firm tribal alliances and rivals. The imposed governmental structure is tolerated. The dolphins for example largely ignore it. The genetically engineered amphibious Luriani humans as well. The abundant marine resources and ample food supplies have led to the huge population.

For the free roaming marine people, personal contact without consent is a major taboo and offense. City dwellers, are accustomed to cramped social spaces, but 'free people' despise being "bumped" into. Long range communication technology is a popular field here.
